I have a 2006 schwinn colligate 50cc with the gy6 139qmb it has almost 5000 miles on it and it has developed a strange situation, untill it gets to around 10mph it wont go anywhere, after 12 it takes off normally, i have taken the carb apart and cleaned it since this problem has arose, also new plug cr7hsa ngk. Has anyone encountered something like this? Any help would be greatly appreciated

That is strange, I'm not sure what would do that. Does it do it after it is warmed up?
With these 50's valve adjustment is a frequent problem, start with checking that. Does it have the original electronics in it?

cold or warm it does it warm seems a little more severe also it tends to die when warmed up if its not past the 12mph mark, the ignition was busted out a while ago and i just replaced it with one from the electronics isle from my car parts store, other than that everything is how it should be

it sounds fine after 12mph, went through it all and no broken or cracked or rotted hoses

check your belt rollers and springs a weak contra spring might not be pushing the rear sheave all the way out for takeoff rollers that are flat spoted may not be going all the way back down and weak clutch springs can cause the clutch to engage too early

you need to pull the trans cover off to see the belt then you can pull the rear sheave all the way open (it should move a little bit not a lot) open it all the way up start the scoot rev it thru and see if how close to fully open it returns
the rollers are in the varatior and you need to pull that off to check them clutch springs there is realy no way to check them

My electrical starter does not work, just the kickstarter, so imdb not sure how I would start it with the cover off

well contra springs are fairly cheap so you could just buy one and replace it
no i do not mean the clutch i mean the pulley in the rear

Maybe you are thinking of a different type of setup than what I have, I have a buddy that is an mmi certified scooter mechanic and he says that the clutch is what is in the rear and the other thing up front is a variator

and i run a small scooter tuning and repair shop there is two pullies a front one called the varatior and a rear one the rear sheaves the clutch attaches to the rear sheave but it is only part of the rear assembly if you take your scooter apart you will see what i am talking about the rear has 2 diffrent types of springs clutch springs
the clutch springs that control when the clutch engages and the contra spring that controls how fast the rear pulley closes and then it forces it open
the front pulley varatior opens and closes with the rollers

So how would I got about starting the scooter with the cover off and no electrical starter

you might get lucky turning it over with an impact wrench but i wouldnt advise it what is wrong with your starter your best bet would be fixing it
