I Have a 49 cc scooter. I was riding out and when i pulled into a parking lot, it died on me. I couldn't get it started and something told me to check the oil. I recently changed. I pulled the dip stick and there was none. I looked around the engine and found a leak. What is the possible damage? The anyone still tends so it is not seized.

The damage could be any where from needing to refill the oil and fix the leak To needing a new piston to replacing all the internals
Does the engine move at all did it turn over right after it died

Yeah, you can fill the oil check for leaks and start it hoping for the best. If you hear strange banging noises just turn it off and start taking it apart to survey the damage.

Start with the basics.
Got compression? Spark? Fuel?
If no compression check the valve adjustments. What have you done other than try to start it.

you might have to replace the piston, rings and cylinder I would fill I with oil and check the compression if it's ok and has spark then replace the carburetor I and my brother in law both had to replace the carburetors on both our scooters. so it is a common problem.
