So here is the story. I have a buddy who owns a 2008 TaoTao 125 china atv. When you push the starter button, there is just one single click. Does the same thing when the kill switch is in either direction.
Battery's charged all connections look good good fuse
I think its just a bad ground, but electrical never was my strong point. any ideas on what this could be? this has me stumped

check to see if you have power to the solenoid too.

You can put a multimeter on the battery and see if the voltage drops too much when you hit the switch. Sometimes a battery take a charge and will read a good voltage, but it can't handle a load. Also, double check the connection to the solenoid and battery. Sometimes all connections are merged into one terminal, sometimes they aren't. I've connected just one before, missed the other tucked into the boot thingy, and spent some time diagnosing the exact issue you describe only to eventually find one terminal off.

Thanks guys for your help! I tried a nother solinoid I had laying around, but that one may have been bad also. I tried "jumping" it with a screwdriver and nothing happened. Would that have anything too do with it?

If you jumped the solenoid and nothing happened, you aren't getting power to the solenoid or something. You're essentially making a direct connection from the battery's positive terminal to the starter's positive terminal when you do that. The clicking you normally hear may be the relay switching closed, but it may not have power to do anything even when operating properly. Trace both cables from the solenoid to the battery and starter and make sure both connections are secure.
