Background: purchased a 150cc 2009 Il Bello Flyscooter the other day off craigslist. Woman who owned it took very good care, only 750 miles on it. She sold it because it developed a problem. It starts right up but runs for a about 10 seconds and then dies. If I try to give it any throttle it dies right away. I assume it has something to do with the Fuel, Fuel Filter, Petcock, Carburetor or Air Filter. The scooter has sat for about 9 months she said since it wasn't running and didn't want to put money into it. I took out the carb and cleaned it, reinstalled it, and same problem. I just replaced the fuel filter with a clear one and see that there is no fuel coming into the filter. I tried sucking on the vacuum line an can't get any fuel. By the way, the fuel tank is on the bottom of the scooter. There was fuel in the carb when I took it off yesterday.
So, I haven't checked the air filter yet because that requires taking off body parts. The fuel looks clean, clear. The carb looked very clean. There is an automatic choke, not sure how to trouble shoot it.
Is there a fuel shut off (manual type) near the fuel tank? There was a sticker underside of the scooter that said "Warning, If you will not use the vehicle for a long time, please release the gasoline by loosen the crew at the top of the pipeline" exact words. I assume "crew" was "screw". Not sure that they are talking about.
Im thinking the spark plug is fine since it will run for 10 to 15 secs, no problem.
Any ideas? All help welcome.

If the fuel tank is below the carb there is no shut off as you have a fuel pump 9 month old fuel is cap unless you know for a fact it was stabilized I would start with new fuel and vacuum lines and replace the fuel pump Was the rubber diaphragm in the carb good

The diaphragm looked fine. There really was no build up in the carb that I could tell. I was planning on replacing fuel and vacuum lines with clear ones and better clamps. \ So, drain the fuel tank and replace he fuel pump. just so i am clear, the fuel pump is the vacuum actuate box that is between the fuel filter and carburetor, correct?
does the gas tank need to be cleaned in any way?

one more thing....getting the carb out and then back in was pretty difficult. the air filter connection was hard plastic with very little give. I thought the connections would have been more rubbery. am i doing something wrong?

Welcome.
If the tank is below the seat and not in the floorboard, it would have a vacuuum operated fuel valve. If the vacuum to that does notwork it won't let fuel out of the tank. You can take the hose and pull a suction on it and see if the gas flows. Also check the fuel filter, sorry I did not read the complete post you made.
Fly Scooter went out of business, they were importing some of the better made Chinese scooters, this should be a good one.

Since I am new to scooters, I was wondering if someone could tell me where to look for parts on line? Like if I Ned to replace the fuel pump, where would I order one and how do I tell if it's the right size, low rate (or are they all the same).

If this is the model I thinking about the gas tank fill is at the base of the seat right above the floor board and the tank sits in the floor in front of the seat If there is no rust in the tank draining is all that is needed It runs a gy6 engine so you can look for parts for gy6 150 at any China scoot parts store The stores with ads on the left are good places for parts

This might sound stupid but just pump out gas from where it is filled with a hand pump? How do I dispose of the gas? Will gas stations dispose of it like used motor oil. I live in California so I am sure there are all shots of laws and rules about hazardous waste. Should I add a fuel additive or is a high octane fuel good enough?

What part of California are you in.
Scrappy dog, Parts for Scooters, Mainly Scooters, Enviromoto all have a selection of parts you can use for that scooter, I have links to them on the left side of the screen. Yuo can also find a lot of stuff on ebay.

got her running!! I siphoned the old gas out. It took a few minutes of trying to start her up again to get the new gas to flow but she is running. I have no idea what the idle should be but she is running pretty well. Is installing a Tach hard? Any videos on it?

not hard at all you wrap a Wire from the taCh around the spark Plug Wire

I believe the one your looking for is the ngk c7hsa or the ngk cr7hix iridium plug.
