My throttle cable is sticking? It doesn't snap back. What is the best way to lube or adjust the cable? If lubing is the correct option what would I use?

My opnion is if its sticking its too late to try and lube it Replacement is tge only option

Yeah, the cables come in a self lubricating sheath that is a lining in the cable housing. If it is not moving as well as it should you should replace it. I suggest using the old one to pull a string through as you remove it, you may save some dis assembly if you can fish the new one back with a string, fishline or wire. Then again you may be pulling some plastic off.
