Scooter cranks and runs for about 20 seconds and dies. Then it is hard to crank the second time. Any ideas? Icebear 50cc. New carb. gas. fuel filter. fuel lines.coil and plug.

When it dies, does it restart right away and runs for the 20 seconds and quits?
If so, pull the fuel line, then pull the vacuum line off the intake manifold. Apply vacuum to the line you just pulled from the manifold and ensure that fuel is flowing not not just "dripping" out. May have junk in the tank. If fuel is flowing correctly, and assumming the carb is clean, esp the idle jet ( yes even new ones can be dirty ) then adjust your valves to .004 inch.
If not, then check to make sure you have spark.
This is just the beginning to get you going. Let me know what happens.

It cranks perfectly the 1st time. The 2cd time it is hard to crank. You have to twist the throttle 3-4 times and lay on the starter to get it to crank. Already cleaned the tank and checked the vent. I will try the vac line later also thinking of removing the exhaust to see if its clogged. Thanks for the help. I will let you know what happens.

When it is running for that first 20 seconds can you feel the exhaust coming out? You should be able to feel a nice pulsation.

I don't think it would be in the carb, that would normally just work or not work. A stuck float might be a problem that would keep it form running but not cranking over. Replacing the fuel line and filter was a good idea.
Sometimes a bad coil will act up after running a while so replacing that should have corrected that problem.
The plug should not be the problem if it does start up and run. If the plug wire is not holding on well it could come loose and make it stop running.
If the charging system is not working right it could be that a low battery might be able to crank it over the first time and then run out of enough charge to keep it going much less be able to crank it over.
The CDI is a possibility but I can not see how that would keep it from turning over.
