I tried to start it today but itt does not start any ideas could it be the cdi? I checked for sparks on the coil it sparks but i dont know if it strong enough..

Is the starter turning it over well? You are getting fuel through the carb? If you are getting spark it probably is not the cdi I think if it works, it works, if it does not, it does not.
Before you start spending money rule out the free to fix things like something plugging the carb or a fuel line.

Yes the starter turns,i did turn the scooter on yeasterday. but this morning it did not want to turn on. the starter jus turns but it doed not stsrt. i took out the spark plug out and it wsd wet. with gas. anothrr funny thing i notice today after i plugged the speedometer cables back because i retaped them again because i had take off the original tape ehen i was looking for the short. well you know that whn you turn the ignition dwitch the lights turn , well tey dont turn on now. do you know which color is the cable that is positive when you turn the ign. switch on?

With a wet plug it could have been flooding out when you were having trouble keeping it running. If you have a propane torch burn the wetness off and put the plug back in an see if it starts.
I have a wiring diagram in the reference area you might want to look at. I'll post a link when I get home.

The problem i think is in the harnes that conbects in the speedometer . i disconected it snd with the meter set on continuity there is continuity on the green cable and yellow and light blue...

I think your yellow and light blue go to light bulbs, you should have continuity through a light bulb.

Yes it is.i went and bought the spark plug and the scooter did started. now i started to put all the plastic back where they go

So it was just a fouled plug that kept it from running.
If it keeps happening you will need to figure out why it is fouling.
Glad you have it going.

I have. a question , this scooter has a mp3 like device from factory. if i want to i could hook up a cd radio player?. Also when it started i measurd the voltage from the battery and it was 12.6? I think its chargingright.?

You can hook up a cd player, you might have a problem with it skipping a lot.
It might be charging alright. Ride it for a week ortwo and see if it starts having problems.
