It looks like a typical 49cc gy6.
The common restrictions are a carb that is running lean, for that I'd just replace it with one you can pick up at most scooter parts places or EBay. Replace it because they usually try and make them hard to performance tune these at the factory.
A popular restriction at one time was to put a ring in the variator the kept it from fully coming together so if yours has that you can just remove it. While you have the variator part, tune it. Replace the factory sliders with some 4 to 5 gram sliders.
Some have restricted CDIs that keep them from revving as high as they can for peak performance.
Install a free flow air filter.
Last, put a free flowing exhaust on it.
Remember when changing the carb, air filter or exhaust you will need to tune the carb so it does not run too lean and burn the valves.

does anyone know the speed it should go before deregulation. according to speedometer i was doing 40 on it. is that a good speed. thanks

china speedos are usually wrong 49cc run about 30-40 that about it but watch ur tach dont wanna over rev it

The restrictions are ment to keep it under 30mph so they can be legal without registration in some states. If you are hitting 40 it is not restricted. But my suggestions up there can improve the performance on it anyway. 45 to 50 is doable on a 50.
