as long as there are no holes in it i would just pull the header pipe wire brush it and if that doesnt get all the rust off use some naval jelly to finish the job off then prime and paint with vht flameproof paint and if you have a propane torch or like something simular (large propane grill) cure the paint with that you get a better result then trying to cure it on the scoot

Not all heatproof paints are created equal. I had some one time years ago that was bulletproof once it cured, but I never found it again. VHT is ok, but it just doesn't hold up well. The stuff Eastwood sells for cast iron headers works well if the parts are sand or bead blasted first. As we all know, prep is 90% of the finish.

that is why i said the flame proof as its good for 2000 deg where other high temp are only good to 1000 heck some only go up to 550 deg for a high temp paint

I just wish I could remember the name of the header paint I bought. You couldn't hurt the stuff after it cured. I used a propane torch to cure mine. Heat it until it starts smoking, then let it cool. Did it about 3 times. Stuff was hard as a rock. Was still on the bike 5 years later, and absolutely no flaking, peeling or anything.
