prolly dead battery plus faulty regulator , i think maybe 3-5 regulators actually work correctly from the getgo and 2-3 crap out within the first 1k miles , at least from my experiance from them ive got a drawer full of half working ones ..... ive got one that puts out an awesome 13.8 volts dc but wont regulate the ac side at all , then i have one that keeps the ac voltage perfect but has no dc output at all , then i have one that reg ac but keeps it at like 30 volts and dc is stuck 12.2 then i have one that is complete toast and the new one i got 2 weeks ago i think has lost the dc side completely so blah and the 2 week old battery crapped out argh lol
