Does anybody know how many mph is increased when the washer that limits the expansion of the weights is removed?

They put those washers in to keep 49cc scooters from getting over 30 mph for license requirements. If you ride a smaller than 50cc scooter in some states you do not need a motorcycle license as long as they go less than 30 mph.
Most 50cc scooters can hit 35 mph, top speed is about 45 for a 4 stroke 49cc scooter. 2 strokes can go a bit faster than that.
So, depending on your scooter if it has the washer in the variator you might get 5 - 10 mph increase in speed, might not though without a few other changes. If you have a 125 - 150cc scooter you don't need to look for that washer, it won't be there.

and the washer is thick like a wedding band some times you will find thin shims in the varatior they are there for 1 of 2 resons to keep the belt lined up or to allow the belt to travel all the way down in thre varatior if you remove the shims you could run into issues down the road with excessive belt wear or bogging off the line as you are trying to take off with the belt higher up
