Well the noise has stopped, the bike is charging on its own, and i am ready to get some more RPM's out of the Jonway MC-250. What would be a good first and second upgrade to get more top end?

the best way to increase rpms is to go to lighter rollers in the variator.
what rpms and speed do you now have ?

250c owners tend to modify their scooters less often than the 50cc or 150cc guys, just because they already have more power to begin with.
Noday is right, lighter rollers/sliders in the variator will get you more rpms. Changing from rollers to sliders makes a difference too. Open the exhaust up, a K&N air filter, re-jet the carb, all those need to be done at the same time.
Did you ever figure out what motor you actually have? McDonough power sports has some performance parts for the 250, I think they are more into the cn250. Once you start doing motor mods, what I understand is the best thing is to port and polish the head, and a performance cam. Consider not doing a big bore mod on it.

Where does the tach show the readline.
I know the scooter is legal for the freeway, but as to if it is safe, might not really be.

yeah i would say that seems a bit high even our little 50ccs 2 strokes dont play well with stock cranks for long periods of time above 9000 rpm (and this is comeing from a guy who has an engine that can turn 13000 rpm and is still running a stock crank)

I think it would be OK to get it up to 7500 - 8000 rpms just don't make it a habit to run it that high all the time.

I'm in agreement with the above statements. I would go with a bit lighter weights in your CVT. A constent acceleration at 6 grand, with a 250, ought to be close to maximum torque producing maximum acceleration.
