You should not need to drain the oil to get to the stator. with the fabric you discovered I'm suspecting some messed up wiring. you should just go ahead and take it apart and survey the damage. Yes this very well may be the source of all your problems. To add to the mix: the pipe leading to the exhaust broke apart from rust as I was moving it. I had seen the crack before but this was just rotten.

Exhaust pipe/muffler on a 2 stroke is very key to its performance.

yeah i was busy in the woods for a few days right now i have 35 pics uploading to share with all of you
as for the fly wheel puller the threads on the inside should be fairly fine and you will proably have to run a finger nail across them to feel them
i always recomend the proper puller but some people have had luck with 3 jaw pullers and i ahve heard of some people useing the bolt holes for the fan to pull the fly wheel but i wouldnt chance that one
and yes you will need to fix your exhaust before you ride the scoot
the problem is that 2 strokes pull and suck back so if you are pulling fresh air back into the cyl you will run lean i belive rebel posted the pic from my old website about how a 2 stroke works if not let me know and ill find it and post it its a cool gif

Thank you! Yes, that makes a lot of sense. So this brings to mind a couple of questions: 1) Will it hurt the engine for me to try to start it as I troubleshoot the electrical issues or am I dead in the water until I get those pieces put back together? 2) How do you recommend I repair the exhaust pipe?

Replace it or if the broken area can be welded back together that would be OK.
You can get away with running it for short times just to get it up and going

shoot i think i just sold a pipe that would have fit on that if you head over to brents site 49ccscoot there was some one over there that had a bunch of hm engine pipes that you can proably get dirt cheap
if it rusted out then you have to know how far back you have to cut out and replace to fix it
you could proably try some of the exhasut wraps to temporaorly fix it or depending upon where its at cut up a pop can and but some band clamps(screw type hose clamps) on there to seal it up
you can try and start it but i would not ride it and not run it for very long exhast lean can fubar an engine pretty quick
