The two oil seals are 20mm x 35mm x 5mm. Gaskets I don't mind making. The service manual says that if I have spark fuel and compression with no start that the clutch is damaged or the belt is worn out. How would that keep it from running.

I have no idea how those would keep it from running. Check themanyway and see if they need replacing.

And I agree, if you have compression, fuel and spark it should run. If the spark does not happen at the right time it won't run right or run poorly if it does run. Two strokes don't have valve timing to worry about but spark timing needs to be on.

If the clutch is stuck in the engaged position that could stop it from running
On a two stroke you have primary and secondary compression When you run a compression test you are checking secondary compression that is thecompression made by the piston
Primary is the air and fuel going around the crank a bad gasket or seal will mess with primary compression and this is tested through a leak down test OIL SEAL (20X35X5) (ARAI) item: 91266-ME5-003 OIL SEAL (15.6X23.5X7) 91201-GK8-003
Those are honda part numbers and they are listed as available

How would I perform a leak down test?

You need a leak down tester you basicly you put 5 psi in system with the intake and the exhaust plug ed and you le t it sit and see if it goes down

Thank you for the info am waiting on new seals. Will let you all know how it turns out. By the way since ill have the engine broke down, would it help any if I polish the intake and advance or retard the spark timing; would it be adviseable to shave the head?

Don't know the head style on that scoot Post a pic of it Cleaning things up will help but I'm sure you won't notice it
