If you pull the fuel line of fuel should not come out even if you suck on the fuel line To get fuel to come out you need to pull a vacuum aka stuck on the vacuum line to get the fuel valve open and let fuel out
As for the oil in the carb when you clean the carb you need to pay extra attention to the port where the oil line goes most have a spring and balk check valve in them

If it runs great don't worry about it Some of the scoots pull vacuum from spots that don't create a lot of vacuum till you get up a bit in rpms but you don't need a lot of fuel at low rpms

If it ain't broke don't fix it. Joe knows what he is talking about when it comes to scooters and is a 2 stroke specialist.

If you pull the enrichment circut off and plug 12 volts dc in you will see it extend I f it extends it's good if not its bad
First thing to do any b time with a two stroke is new plug and clean the air filter and set the af screw at 1.5 turns out

If the conacts were clean and you got juice to it you should have seen it move. It may just move a little. No movement and yeah you probably just need to replace it.
