That washer is located between the two halfs of the variator. It keeps them from coming together and getting to higher speeds.
As a general rule a 2 stroke can be modified to go very fast but there are a couple out there that can not be modified at all.

its not really a washer its a "wedding" on the varaitor there might be shim washers in there but you do not want to take them out
if you search youtube for varatior washer there should be plenty of vids
but you have to take your cvt cover off then you will have to take the front pulley apart the wedding band sits on the drive boss for the varatior

This is on a GY6 motor, it may be a bit different than yours.
One other thing is that if your not getting to a decent RPM you can put lighter rollers in your variator and it will let the motor rev higher letting you go a bit faster.

basicly the wedding band will not allow the sliding part of the varatior to close all the way up so it wont allow it to go into high gear

It is on the shaft between the two halves of the variator. Thia was a popular restriction several years back but it might not even be a problem for you today. Since you want more speed you might consider just replacing the variator with a performance one.

Ye deffinatly after more speed not too much though lol i took the cover off today to look at the variator and on it theres the bold and then some kind of spikey looking washer then the big circle variator thingy now this bike's full name is already sym jet euro x race team now obv it isnt a racing bike it goes 30mph ... but im wondering would there be performance parts already on it but restricted in a different way? obviously im crap at mechanics and ive never botherd with machinery or motors or parts i dont no anything my fiancé says im crap at being a man lmao so does anyone on here have a SYM bike that might know the workings or know anything in detail about the SYM coz the internet when it comes to this particular bike is totally empty

I noticed when I was looking that the pickens are pretty slim for information on the internet with regards to Sym scooters.
I don't think that anybody else here is riding a Sym but most scooters are pretty similar to other scooters. You should post photos so we can see what you are doing.
The link flyangler posted is some pretty generic information that fits for just about everybody but it is worth looking at.

yeah we had sym in the us for a short time and carter brothers weren't doing a good job promoting them
then carter brothers warehouse burnt and they broke the contract with sym
its been over a year and its still iffy as to who is taking care of sym here in the us
so yeah we don't have a lot of experience or info on them
